LifeLine’s Anisa Telwar Kaicker Community Animal Center is a state-of-the-art facility located in Atlanta, GA. It serves as the official headquarters for LifeLine Animal Project, the largest animal welfare organization in Georgia and a national leader in the effort to end unnecessary shelter euthanasia.

For more than a decade, LifeLine Animal Project has brought leadership, expertise and solutions that have designed and built Fulton County’s lifesaving animal welfare system.

LifeLine began operating Fulton County Animal Services and Enforcement (FCAS) in 2013 and immediately started saving lives — partnering with rescue groups, growing our volunteer program, creatively marketing adoptable animals, and working to keep people and pets together.  

We addressed the lack of accessible and affordable pet care and supplies by implementing a Pets for Life program in 2017 to provide the seven lowest-income zip codes in Fulton County with free veterinary care, pet supplies, transportation and resources for their pets. Today, LifeLine Animal Project is the largest provider of preventative services, providing affordable/free and accessible veterinary care and resources to help keep more people and pets together.

In December 2023, FCAS moved into a new, 50,000 square-foot facility, allowing us to expand our services and animal care. In 2025, Field services moved under the Fulton County Police Department where additional resources and support was available.

Today, with the support of our community, we are working to ensure that every healthy and treatable animal who comes into our care finds their happily ever after.

For more than a decade, LifeLine Animal Project has brought leadership, expertise and solutions that have designed and built DeKalb County’s lifesaving animal welfare system. 

LifeLine Animal Project began operating DeKalb County Animal Services (DCAS) in 2013 and went straight to work—implementing vaccination and sanitation protocols, partnering with rescue groups, improving enrichment activities for dogs and cats, and finding new ways to market animals for adoption. 

In July 2017, DCAS moved into a new, 33,440 square-foot facility, located in Chamblee, allowing us to expand our services and animal care. We continue to partner with DeKalb County Animal Enforcement, managed by the DeKalb County Police Department.

Today, LifeLine is the largest provider of preventative services in Atlanta, offering affordable—often free—and accessible veterinary care and resources to help keep people and pets together. In 2025, DeKalb County invested more than $1 million annually to expand free spay/neuter and veterinary services through LifeLine—one of the largest single-county prevention investments in the country. We also run monthly food banks at the shelter and provide help for injured and sick pets in the community.

With the support of our community and county leadership, we are working to ensure that all animals who are healthy and treatable find their happily ever after.

Holiday Hours

LifeLine observes the following holidays, and our shelters and clinics are closed on these days:

New Year’s Day, Martin Luther King Day, Memorial Day, Juneteenth, 4th of July, Labor Day, Thanksgiving Day, and Christmas Day.

Please also refer to our hours by location below for additional closures around the holidays. We are open limited hours on Christmas Eve and New Year’s Eve.
